Citizens of the United States have been subjected to a stream of terrifying events that began with
the September 11 attacks, and have included a bus hijacking, anthrax attacks, various airplane-
related crimes and calamities, and an ongoing series of warnings threat of terrorist attacks.
The result, for many U.S. residents, is a chronic case of the jitters- a permanent level of fear
attending the execution of mundane, day-to-day activities. This Story of the Month presents a
simple model which examines the relationships that can create and sustain fear. The model is used
to consider what people can do to lower the steady-state level of fear they may be experiencing and,
in the process, illustrates one of the key Systems Thinking skills.
